LAGOS VARAGON DANFO BUSES, ARE THEY TRULY ROAD WORTHY?

For me the idea behind obtaining a "Road Worthiness Certificate/Permit" every 1 year (for private vehicles and buses) and every 6 months for trucks is after a supposedly thorough inspection of the vehicle which i belief falls under the jurisdiction of the  Vehicle Inspection Office Driver and Vehicle Licensing Administration (VIO-DVLA) then officials ...
must recommend whether or not a vehicle is truly safe for it to continue to operate on our roads without it becoming a potential danger to road users. Unfortunately, this piece of document has lost her original intent and has become something that can be obtained from the back door due to excessive corruption affecting every aspect of our public sector institutions.

On the 30th May, 2016 an accident happened along the third mainland bridge it was a varagon danfo bus which obviously was over speeding despite it's road un-worthy state and with a very bad tyre condition. To cut the long story short, one of the passenger involved in the accident died instantly with her head sliced off as a result of the impact, others sustained serious degree of injuries. Check out the video here click(please be warned the video is highly graphic).

The question that keeps running through my mind is, how road worthy are the varagon danfo buses plying roads across Lagos State? This for me is a serious question every public officials responsible for bringing sanity to our roads must answer and they must start now.
